Vanessa Lumley, who suffers from schizophrenia, lived at 1451 Oxford when a fatal fire erupted in the three story walk-up that was being used as an unregulated group home operated by Keith Charles. After the fire, she and 23 others were taken to the Salvation Army’s Centre of Hope shelter. She lived there about a month, went to hospital for awhile and was eventually released back to the shelter. A year later, she lives at another of Charles’ unregulated group homes.
